Dr. Charles W. Eliot, emeritus president of Harvard univer- sity, and one of the most authoritative publicistsin America, voices “ the concensus of opinion in the United States when he says, in the course of an article on national efficiency as developed under free fovernments: _ objects, and was qualified by much domestic fr eedom, and the ‘policy of free trade. Being an island, Great Britain tried to rule the seas,’in order that her indispensible supplies of food and raw materials might never be cut off. Her Continental imitators have not had her domestic freedom, her affiliated free common wealths, "her free trade, or her Strong reason for possession of the oceans; but they have had, and some of them still have, the imperialistic fever in its hottest form, “If, then, we must look for the causes of this unprecedented - €onvulsion in these deep- rooted aspirations and ambitions, what shall we say about: the slow but steady growth of these sentiments in Germany? There are those who ascribe this war to the German "Emperor or cabinet, or to some particular German teachers or authors, or to the growth of a strong, united military caste in Germany. All these influences doubtless contributed in ‘some measure to the outbreak. But the real cause of the successive military aggressions on the part - -of Germany since’1864 lies in ‘the gradual prevalence throughout that nation, and particularly i in the educated classes, of an exaggerated estimate of the bodily and spiritual merits of the German people, and of a firm belief that the __ national greatness and the progress of characteristie German civilization were ‘to be -attained through the development of the most tremendous national. force that could possibly be contrived and brought into being, and through the gratification of the intense German desire for domination in Europe, and eventually i in the world.’? After elaborating his theory that efficiency develops best under free goverments, such as those of France and Britain, Dr, Biot saya in conclusion: “The present war in Europe is going to put: to a supreme military test. this theory concerning | the surest sources of national efficiency. The war ought to demonstrate i it the end that German efficiency in war is not so great as that of England and Franeé,- if we include in the definition of | tnilitary efficiency the management of the supporting industries, and skill in summoning and applying _, financial resources, as wellas the management of the troops in actual fighting.
