EMBARASSMENT AT EGYPT’S ANTI-COMMUNIST TRIALS
CATRO — The courts and police faced embarassment during the
trials of persons accused of taking part in demonstrations last January

against government price hikes. One defendent had been working for

UNESCO in Paris for the past nine years and wasn’t even in the
country. Another was charged with ‘‘belonging to the Marxists’ be-

NEW YORK — Louisa Serrano said she would tell her two children
<that “their father is living thanks to a Russian kid.’’ She made the
“somment as she watched her husband being wheeled into a hospital

room for a check on the new kidney transplanted into his body last

week in a New York hospital. The kidney was flown from Moscow,
where it had been taken from a 16-year-old youth killed in an | auto-

mobile accident.

As for Jose Serrano, who is living today because of the international
transplant, he said in Spanish translated by his young wife: ‘‘I would
like to visit them (the family of the Soviet youth) ifI can and bring them
a gift, something from my country, Puerto Rico.”

ground conditions since the
military coup in 1964, Jose
Montenergo de Lima became a

- target of the oppressive ap-
paratus. He was finally kidnap-
ped and murdered after suffer-
ing savage tortures.

“He died a hero’s death,” the
WFDY tribute says, “sticking to
his aims and his ideals to which
‘he devoted his entire life. His
name will forever remain an
example and a banner for
meek democrats the world
over .

_U.S. pressured to
renew ties with Cuba

The renewal of diplomatic rela-
tions between Cuba and Costa
Rica; after a 14-year break,
further signalized the climate of
normalization under way in the

Caribbean. Costa Rica, as had

‘most other Latin American na-

_ tions, broke diplomatic and trade

relations with socialist Cuba un-

der pressure from the U.S.-con-
‘trolled Organization of American
States.

It had, however, along with
Mexico, Argentina and several
other states, fought through to get
the OAS-sanctioned blockade
lifted in 1975. The U.S. is now
facing a number of immediate

questions in atmosphere of
normalization.
- President Carter has indicated
he wants better relations with a
number of states.— Vietnam,
Democratic People’s Republic of
Korea, Cambodia, Laos, Iraq and
Cuba. Opportunities for such re-
lations with-Cuba present them-
selves immediately in three areas:
On March 1, 1977 the new U.S.
200-mile fisheries limit takes ef-
fect. Cuba, situated 90 miles from
Florida, has let it be known that it
would like to discuss.the matter.
On March 15, 1977 the U.S.

‘travel ban to Cuba expires. Here,

unless the Carter administration
renews it, Americans will be able
to travel to Cuba without facing
State Department sanctions.

On April 15, 1977 the Cuba-
U.S. anti-hijacking agreement
expires and the Cuban govern-
ment would like to discuss this
question in conjunction with a
whole range of matters with a
view to normalizing relations.

Failure of U.S. policy in the
Caribbean to isolate Cuba has be-
come increasingly apparent. Fu-
ture responses tO the new situa-
tion in the area will indicate the
United States’ attitude in coming
months and whether Carter has
begun replacing a belligerent U.S.
posture with one of realism.

Pressure Canadian government
to break relations with Chile

TORONTO — ‘‘Nothing to the
junta, nothing from the junta!”’, is
the slogan of an international
campaign by s&pporters of Chi-
lean democracy to promote a
boycott on import and export
trade with the fascist government
of that country.

The boycott, which began Feb.
1 of this year, and a campaign to
free missing prisoners are the is-
sues being focused on by Chilean
refugees and their supporters, and
they are being brought to the at-
tention of North Americans by
Luis Meneses and Jorge Frias,
two representatives of the Chi-
lean Central Workers Federation

(CUT) Exterior Committee, now |

on a continental tour.

The two men have spoken in
the United States, and are work-
ing their way across Canada.
They spoke in Quebec, Montreal,
Ottawa, and, on Feb. 25, in To-
ronto.

The Toronto meeting, co-

sponsored by the CUT National
Committee of Canada, the Cana-
dian Labor Congress (CLC) and
the Toronto Committee in Sol-

idarity with Democratic Chile,

also featured John Harker, direc-
tor of CLC. international affairs
and Ontario Federation of Labor
(OFL) Secretary-Treasurer,
Terry Meagher.

Acrowd of about 200 heard the
two Canadian trade unionists ex-
press their overwhelming support
for the campaigns, and _ their
promise of aid to the campaigns to
the greatest extent possible.

Meagher, who chaired the
meeting, made a plea for all
Canadians to participate in. the

boycott on Chilean products and .

to press the federal government to
take a responsible stance’ on the
question of trade with Chile. (At
present the government does not
have an embargo on Chile and is
in the process of granting a loan to
the junta.)

The two CUT speakers briefly
described present conditions in
their homeland. Trade unions are
banned, strikes illegal, wages fro-
zen, and the unemployment rate
is at least 20%. Those who do
have jobs find it impossible to
provide the basic needs of their
families, thus millions of young
children suffer from malnutrition.

The state of emergency which
the fascist junta imposed upon the
country after its illegal overthrow
of the Allende government is still
in effect three-and-a-half years la-
ter, thus ‘‘allowing’’ the junta,
through its brutal police and
armed forces to arrest and hold
people without trial. Concentra-
tion camps throughout the coun-
try are filled with thousands of
such people, some who have been
held since the first days of the
coup.

Luis Meneses, who serves as
the secretary general of CUT’s
exterior committee, paid homage
to those in Chile who are struggl-
ing to restore democracy. He said
the best salute to them is to con-
tinue the fight outside the coun-
try.

Whatever actions the fascists
take, Meneses said, they will be
unable to destroy the Chilean
people’s fight for freedom. This is
shown by the fact that the state of
emergency is still in effect, al-
though the junta had claimed it
would lift it within a year after the
takeover.

Meneses earlier urged Cana-
dian trade unions to continue par-
ticipation in the movement for
democracy in Chile, saying there
were many areas to cover if a
trade boycott was not possible.
He noted that meetings such as
the one here, were taking place all
over the world on the 24th an-
niversary of the founding of CUT.

Arnello is linked to the Chilean
secret police, DINA. Protests by |
Canadians, Chilean refugees liv- |
ing in Canada and by editorial
writers in many daily newspapers
forced the junta to pull his name
back or risk a scandal over his”
appointment and draw greater at-
tention to the trade relations be- |
tween Canada and Chile.

Chilean fascist will not
be ambassador to Canada

The vigorous campaign to prevent Mario Arnello being
accredited as the Chilean junta’s ambassador to Canada met
with success last week as Chile withdrew his name. Arnello,
(see Tribune, Feb. 28) a notorious nazi, was put forward as
ambassador and fears were expressed that this was a move to
strengthen the role of the Chilean political police (DINA) in

The announcement of Arnello’s name brought a wave of
letters, articles and editorials, especially from Quebec, against
his appointment. Even for the bloody junta, this criminal’s am-
bassadorship here became impossible and there is specula-
tion Canada may have pressured Chile to come forward with
someone more “acceptable” for the job.

The Arnello episode, however, showed two important things:
first that the junta is riddled with right wing criminal elements in
high positions and Canada’s diplomatic and economic ties with
that regime is a disgrace to this country. The copper develop-
ment scheme planned by Noranda in face of fascist crimes in
Chile illustrates the lengths to which corporations will go for

Second, the withdrawal of Arnello re-emphasizes that public
protests are effective; that theycan force change when actively
pursued and widely expressed.

The campaign in solidarity with the Chilean people should not
stop here. Canadians have a responsibility to block the
Noranda deal, end the obscene relations with this bloody re-
gime by our government at every level, open our doors to

_Chilean patriots who are victims of one of the most repressive
military coups in history. This recent success shows that, with a
concerted public effort, these things are possible.
