The overall site was once owned by both R216 Freecorp Holdings Lid. and A.L.Sott Financial (P.C) Inc., and was too small to be legally subdivided until tha zoning hed been changed frora Agricultural to Multiple Residential, The southern site, which is now owned only by A.L. Sott Finencial (?.C.) Inc., was allowed to procead independently with sezoning of the overall site, subdivision, Developmant Permit as well ae Building Permit. No building covenant was then introduced by the Planning Department in order to munintain full control of the future design of the northern site by R216 Freecorp Holdings Lid. without the requirement of a Development Porralt at the toms of the rezoning. Off-site service deawings were produced by our engineer end subsequently approved by the City to provide the basis for the eatablishment of the securities for all the necessary off site enginesxing work for both sites evea though there was no development proposal for the northern site at the tine. It was our naderstanding that the off site sexvices design for the northam site would have to be modified to sccommedate the ultimate development proposal at a later date, and therefore would not be viable te build and complete all that work und] all the necessary approvals hed been granted by the City for the morthem site. All the Letters of Credit and cash deposite were then mada seperately by both R216 Freecorp Holdings Lid. and A.L. Sott Financial (P.C.)
