June 9th, 1975 A regular meeting of the Municipal Council of The Corporation of the City of Port Coquitlam was held in the Council Chamber, Port Coquitlam City Hall, 2272 McAllister Avenue, Port Coquitlam, B. C., on June 9th, 1975 at 7:30 p.m. Acting-Mayor Alderman L.M. Traboulay, Aldermen J.J. Keryluk, G.R. Laking, and E.W. Mabbett in attendance. Also in attendance were Chief Administrative Officer L.D. Pollock, City Clerk R.A. Freeman, City Engineer V.G. Borch, P. Eng., Fire Chief W.S. Wingrove, City Planning Officer Lanson Lee, and Mrs. B.M. Aalten. ZONING PUBLIC HEARING: Zoning Fubli Hearing Acting-Mayor Alderman L.M. Traboulay advised the meeting the following proposed By-law to amend the "City of Port Coquitlam Zoning By-law, 1969, No. 918" would now be considered: By-law No. 1383: to rezone Lot 35, District Lot 288, Group 1, Plan By-law #1383 38943, New Westminster District from A-1 (Agricultural) to M-1 (General Industrial). This property is located at 1772 Broadway Street and it is expected that an industrial/warehouse complex with a gross building area of approximately 130,000 square feet will be constructed on the property following completion of the rezoning procedures. ’ A number of residents from the area concerned were in attendance, and Mr. L. Huggins, 1743 Morgan Avenue stated he was not against the proposal, but was concerned with respect to what the City is going to do about blocking access on Morgan and Langan to through traffic. Mr. Huggins pointed out that although signs have been posted prohibiting truck traffic on Langan Avenue, trucks are still using that route, and commented that the more the industrial area is built up the better the roads become resulting in faster-moving traffic, particularly at night. Alderman Laking, speaking as Chairman of the Industrial Committee, advised that a report was to have been forthcoming on roads that would form accesses to the Industrial area and he stated that the long-range plan is to have a 66' wide buffer strip on the West side of Broadway, a loop for Langan, Morgan, etc., and only one access that is to come further south off Kingsway. Alderman Ranger then displured a map illustrating the traffic pattern for that area. Mr. Huggins expressed the view that the residents of that area, as taxpayers, do not realize sufficient benefits, and he pointed out that there are open ditches that have not
