Moved by Alderman Wright: Seconded by Alderman Vater: That Council formalize the existing unwritten Policy regarding brush clearing between the ditch and property line by adopting the following policy statement: WHEREAS owners of property in non-rural areas are responsible for landscaping and grass cutting of the boulevards in front of their property, and WHEREAS the same standard of boulevard maintenance is not expected in rural areas where many frontages are very long, and WHEREAS the strip of boulevard immediately adjacent to the roadway is important to the function of a roadway as a shoulder, and WHEREAS the cost of brush clearing between the shoulder and the Property IIne has not been Provided for in the Annual Budget, NOW THEREFORE the policy of the City with respect to brush clearing in rural areas will be to look after the portion of boulevard which constitutes the shoulder of the road being the strip between the roadway and the ditch or a width of about eight feet where there is no ditch, and any brush clearing desired by the owner of the adjacent Property in the strip between the shoulder and his property line wil! be his own responsibility.
