With respect to election signs, it Is recommended that following changes he made: An additional location on civic property be provided candidates election signs at the triangle existing at intersection of Westwood, Kitchener, and Woodland. dD) A further additiona! tocation on civic property be provided on the east side of Coast Meridian Road at the drainage ditch entrance just south of the Birchiand Manor entrance. c) That each candidate. be permitted to have only one sign to a maximum size of 4' by 4! at each location. There were two additiona! items considered that went beyond the actual technical detaiis of conducting elections in the City and the committee is recommending, separately, that: 4) The City immediately proceed to a biennial election system, as is presently permitted by the Municipal Act. This would mean that the Council members elected at. this year's election would serve one year terms and that at. the. municipal election in 1984 the entire Council! would be elected for a two year period and elections would then be held in the city at two year intervals. °5) That the rasolution: following this memorandum calling for an amendment to the Municipal Act to permit three year terms of office. for Council members be represented to the (1983 Convention of the Union of British Columbia Municipalities. Alderman Mabbett has also asked that the Council discuss the extent to which. It feels provincial and federal election signs should be regulated on a-property owned by the City and the City's streets and roads...Although it [fs undoubtedly the case that the City can not regulate the erection cf signs on private properties by those who wish to support certain candidates for provincial or federal office it Is not necessary for the City to accept these signs on its own property unless It wants to. | the Council are of the opinion that the signs should be prohibited or regulated the Clerk should be instructed to Inquire of the solicitor as to the best method of so doing.
