A106 - The Terrace Standard, Wednesday, April 23, 1997 Seven Sisters to get protection Backcountry users divided over access issue THE SEVEN SISTERS mountains are about to be tumed into a protected arca, But stil] unresolved is the key question of whether a prime backcountry area ‘in the heart of the mountains will be opened up to snowmobilers. — The area in question is near. the head- walers of Oliver Creek and Mulwain Creck and is considered a premicr backcountry area for wilderness skiing, hiking and ad- venture tourism. , Access to that remote areca would be opened up if logging or mining ‘roads are built in the upper Price Creek‘area. The Seven Sisters Society has fought that prospect and the Seven Sisters Planning Group — made up of a cross section of in- teresis and government agencies — was un- able to reach a consensus on what to do in the upper Price. Goverment officials held open houses gathering public commcat on the issue. The deadline for submissions on the plans.for the area is April 24. “'The group had to agree to disagree,’ process coordinator Maggie Marsland said. She said the upper Price Creek area also has high value for logging and mineral ex- ploration. A final decision on the patch that appears on maps as ‘‘unresolved”’ will be made by cabinet following a recommendation by a committee made of of regional directors * from various government ministries, There’s a designated snowmobiling area in the upper Flint Creek watershed. But Marsland says backcountry skiing . enthusiasts contend that everywhere there's road access is already a snowmobiling area. The plan that has been agreed to by the consensus group calls for dividing the area up into management zoncs that will allow some logging and mining in the area, The zones consist of: WA protected area zone that occupies the largest area of the map — the mountains and icefields themselves, plus the entire Oliver Creck and Whiskey Creck water- sheds, upper Mulwain Creck, and portions of the Coyote Creek, Hells Bells Creek, Boulder Creek and Price Creek watersheds. No logging or mining would be allowed. Commercial backcountry recreation would be allowed. i Two ‘general resource development’ zones that would allow logging and mineral exploration “in the entire Flint Creek watershed -and the lower slopes between Boulder Creek and Price Creek. Wi Two “‘special management zoncs”’ that would allow restricted logging and mineral exploration in the Little Oliver Creek and upper Red Canyon Creek watersheds. Any logging and mining in those areas must pro- tect mountain goat habitat and not be visible from the highway. Wi The ‘‘unresolved area’’ covers the up- per Price Creck watershed and contains high timber values, but logging it would open up the most remote portions of the protected area to motorized activities, detracting from the wildemess experience. All groups belonging to the Seven Sisters Planning Group agreed to the proposals, but support wasn’t always wholehearted. Mary Dahlen, a Gitksan resident of the old village of Meanskinisht, says she’s worried the protected area will limit her family’s traditional use of the area, “I think we’re going to be the biggest losers out of this whole process,’’ she said. She fears limits to their ability to trap, hunt, pick berrics and collect firewood. The entire Seven Sisters study area represents about 10,000 cubic metres of timber that could be cut a year by Repap Carnaby, Kitwanga Lumber Co., Bell Pole, and the small business program. They’re also not yet sure whether the entire arca will be called a provincial park or not, says Marsland. That's because it was quickly decided that mushroom picking would have to be allowed throughout the area. Provincial park regulations don’t allow harvesting of anything within their boundaries. Marsland said either the rules will be changed allowing exceptions such as the Seven Sisters, or else a different designa- tion will be assigned.
