Denouncing city council’s majority decision to hire strike-breaking
crews as “an out-and-out strike-breaking action,” striking Victoria out-
side workers this week strengthened picket lines to defeat the “scab

labor” threat.

cil have pledged full support on
picket lines if the city persists
in its attempts to use strike-
breakers. :

Last offer of city council, which
the union rejected, was five cents
across the board and half the cost
of MSA. The union negotiating
committee is willing to recommend
a settlement to its members if the
city will raise its offer to seven
cents plus half the cost of MSA.

Criticism of Mayor Claude Har-
rison and his council for their
handling of negotiations is in-
creasing. The union was prepar-
ed to reopen negotiations last
Friday but Mayor Harrison went
on a fishing trip.

In some quarters it is expected
that Labor Minister Lyle Wicks
will use his position to bring both
parties together for discussions in
the near future.

Strike of the 250 outside workers
was called when the city rejected
a conciliation board award for a
three percent raise.

Mayor Harrison claimed the
strike was illegal under the new
Labor Relations Act; the union re-
torted that it was called under the
old ICA Act, which died Wednes-
day last week. Labor Minister Lyle
Wicks added that in his opinion

the strike was legal.

Setting up of a Quebec Labor
party appeared as a_ possibility
here with the decision of the
Quebec Federation of Industrial
Unions (CCL) convention to call
on the two other labor centres in
the province to organize a “Joint
Political Action Committee.”

Secretary Jean Marchand of the
100,000-member Canadian and Cath-
olic Confederation~ of Labor, im-
mediately commented on willing-
ness of the CCCL to study methods
of political action jointly with the.
CCL group,

The convention of the TLC Que-
bec Provincial Federation of La-
bor however, ruled that it would
not accept the invitation forward-
ed by Romeo Mathieu, CCL seere-
tary.

The TLC action may mean delay
in setting up the political action
committee, but in a significant de-
cision it voted to participate in the
joint struggle of all Quebe labor
eentres against the Duplessis re-
gime’s anti-labor Bills 19 and 20.
Hitherto, the TLC group had refus-
ed to enter into united action with
the other union centres against. the
two bills. °

Both conventions also went on
record as endorsing. the struggle
of the Catholic School Teachers
Alliance, first victim of Bill 26,
since the law became effective.
