es Urgent appeal from the leaders = of Popular Unity, meeting in Rome, Sept. 18, 1973 TO THE PEOPLE FOR CHILE Today, the 18th of September, 1973, the National Day of Chile, commemorating its independence, we, leaders of Popular Unity, are meeting in Rome. The fascist military coup of Tuesday the llth, found us out’ of our country. Wherever we are, we must do our duty. : ' We cannot be silent. Especially since the putsch has thrown the Republic of Chile into a horrible civil trage- dy by unleashing a virtual civil war. For the last week, day after day, hour after hour, the blood of the people has run in the streets following the assassination in the pre- sidential palace of the legal and constitutional presjdent, comrade Salvador Allende. He: fell valiantly for liberty, for democracy, for human rights, for socialism and the end of all exploitation. He gave himself wholly to the cause of total emancipation of his country, to the revolution. He paid with his life for. that ideal. Allende takes his place among the heroes of our nation, the “Liberator” O'Higgins, Carrera and Manuel Rodriguez, the martyr president Balmaceda. His work, his spirit, his example, will live on always. Allende parti- cipated in every struggle of the people. The conscience of freedom in America also in- scribes his name with those memorable lead- ers who fell for the cause of human rights, with Lincoln, Marti, “Che” Guevara. A sense of horror has arisen throughout the world, indignant at the massacre in which thousands of citizens have already fallen. Never before has a president of Chile been assassinated. Never before has a crime so ter- rible and traitorous been committed. The insurgents have taken to arms, brut- ally relying on aerial bombardments and on the artillery against the government which is. legal, democratic, pluralist, of many par- ties, formed by a large coalition of diverse forces: Marxists, Christians, rationalists, in- dependents. In its three years of government, Popular Unity fully guaranteed liberties and human rights. Under its rule, many elections took place. For its vicious enemies, the fault of Pop- ular Unity was to open the way to profound economic and: social transformations, to in- stall a government of the people, for the peo- ple, by the people. mae Its crime was to wish for a Chile for Chil- eans, a nation for itself, and not for the pro- fit of international consortiums. Its crime was to nationalize nitrates, copper and iron. This is why North American imperialism swore vengeance, and planned the death of Allende and the ruin of our country. It began the plot right from the first day of the pop- ular victory. This is shown ‘by official U.S. documents. It is North American imperialism which has acted, and which, behind the scenes, organized the coup d’etat, conceived from models foreign to Chile. Reactionaries inside Chile hated Allende because he led a movement to liberate the peasants. They also decided to overthrow him because he put an end to the voracity of the monopolies. They condemned him to death because by every means possible, he tried to prevent a civil war and open the door ‘to dialogue. They hated Allende because at the head of a popular movement, he remembered the eternally forgotten, the humiliated, the of- fended, the poor, mothers and children. And they never pardoned him for giving half a litre of milk each day to all Chilean children. ese imperialism, fascism, the National Sandino and Party and the Christian Democratic right, led by Frei, have incited the military chiefs of staff to betray their oath to the country and to the Constitution. They forced them to undertake a bloody coup d’etat destined to violently strangle democratic institutions and social conquests, and to install in Chile a heartless dictatorship. The word “‘Jukarta” written. by the fascists on the walls of Santiago, is the- invitation which has inspired the present killings of the workers, of the peoples in the suburbs, of revolutionaries and of patriots. In this slaugh- ter Christians, Marxists, rationalists and in- dependents have lost their lives. é The people are resisting the guilty perpe- trators of the coup d’etat in a heroic and unequal struggle which, through many other forms, will continue until final victory. This struggle has already received, and needs more and more, worldwide understand- ing and solidarity. The junta can maintain itself by bayonets, but never by the will of the people. It is not the legal government. It does not represent the will of our country. ~ We know that the cause of Chile is, with- out exception, the cause of all people. From Rome, where we have met, we wish to ask all people of good will, who have re- spect for humanity, to do everything possible, and most urgently, to arrest the murderous hand, and put an end to it along with the blood-bath in Chile. — @ Open the orisons that are filled with ps- litical detainees, and close the prison camps. e Cease all forms of open and hypocritical persecution in the land of Gabriela Mistral and Pablo Neruda. e For this, we address ourselves to all de- mocratic parties of Europe and other con- tinents, to organizations of workers, of women, of youth and students, to intellectu- als, to people of all philosophies and convic- tions, that they speak out and act im- mediately. to condemn fascism and the mass murders which have been unleashed in Chile. e The country which was always the land of exile against oppression can not accept that those who have sought refuge in our country be expelled. e@ We urgently demand that all people and all forces who respect human dignity join together so that in Chile there is an end to the persecution. . @ We ask that solidarity be shown. in thousands of ways. e@ We ask that messages in this view be addressed to the General Secretary of the United Nations, and to national and interna- tional organizations charged with keeping watch over human rights. We are moved to say that Chile is not | alone in this time of trial. On this anniversary of our eimancipation, from the depth of their hearts, the people of Chile state to people around the world their confidence in the ultimate success of their struggle, and they hurl forward the cry of combat and hope: Venceremos! Africa labor leads anti-apartheid fight TORONTO — The murder of 12 South African Black miners by police and armed forces drew strong protest by speakers and audience alike at ‘a meeting called by the African National Congress at St. Paul’s Anglican Church here Sept. 21. Miners at Carleton who had been protesting inadequate wages and miserable working conditions were fired on by the military in a style reminiscent of the infamous Sharpeville massacre of 1956. David Archer, president of, the Ontario Federation of Labor, railed “at the injustice and dis- crimination in South Africa.” He spoke of labor’s solidarity with the people there fighting against _ apartheid and for trade union rights, and described the CLC’s actions in depriving South Af- rica from membership in the International Confederation of Free Trade Unions. The OFL, he said, endorsed the statement of CLC vice-pre- sident Joe Morris, who presided over an_ international - trade union anti-apartheid meeting held under the auspices of the International Labor Organiza- tion. The statement says in part: “Once again this savage kill- ing of workers is but another consequence of the vicious ra- cial policies of the South Afri- can government... “This new act of violence against Black workers in South Africa is the fault of the lack of free labor unions. The _anti- union policy of the government of South Africa is supported by .the large international corpora- tons who continue to reap vast profits from the low wages paid to Black workers.” ~On behalf of the OFL and the entire tfade union movement, Mr. Archer wished the meeting and the activities of the African National Congress the best of success. Toronto Alderman Dan Heap expressed his solidarity with the people and workers of South Africa who are __ struggling against the regime.
