Eng., City Engineer SUBJECT: Lobb Avenue Townhouse Development - Sanitary Sewerage Works (Council In-Committee Meeting of November 6, 1989) Recommendations: 1. That the Mayor and City Clerk be authorized to execute the attached Cost-Sharing Agreement with the developer. That the City Treasurer and City Clerk be instructed tc prepare the necessary borrowing and expenditure bylaws as follow-up to the terms of the Cost-Sharing Agreement. That approximately $140,000 be committed from the Sewer Capital Reserve to upgrade several sanitary sewer sections downstream of the Pitt River Road Pump Station. That. the City Engineer be authorized to hire an Engineering Consultant to design, tender and administer the construction contract for the sewer works referred to in Item 3 above and that the associated costs be funded from che $140,000 approved for these works, Background and Comments: Based on Council's recent decisions pertaining to the sanitary sewer servicing plan for the Sewer DCC Area 3 and the Downtown Area, a Cost-Sharing Agreement between the City and the developer has been prepared by the City Solicitor, Mr. Murdy, and City staff. A copy of this agreement is attached to this memo. AS a result of recent forecasts of Significant increases in development densities in both Sewer DCC Area 3 and the Downtown Area, there is a need to Upgrade seve...l sections of Sanitary sewers downstream of the Pitt River Road Pump Station. Council has indicated that the cost of this work should be funded from the Sanitary Sewer Capital Reserve. Since, the developer ‘as only 6 months to complete the upgrading of the pump station, it would be appropriate for the City to ensure that the upgrading of the downstream sewers are completed before the proposed pump station works are completed and operational.
