November 29th, 1976 consideration later this evening) on the November 24th, 1976 meeting of the Greater Vancouver Regional District wherein it was stated that the Regional Town Centre 'big circle’ concept was accepted unanimously (with the exception of Mayor Tonn), and that this means Port Coquitlam becomes part of the Regional Town Centre designation which is very important for the future. Alderman Mabbett advised that the letter from Mayor Tonn followed a joint meeting of the District and City Public Works Committees, and that the District had agreed to construct a sidewalk on the West side of Westwood Street Southward from the C.P.R. level crossing; also to determine whether or not monies are available to improve the Westwood- Kingsway intersection this year - and if not, the work will definitely be done in the Spring of next year; therefore, Alderman Mabbetct stated he felt the H.A. Roberts Development should be permitted to proceed, in view of: (a) the improvements to be carried out by the District, (b) the fact that the Regional Town Centre will not be in that immediate area, and (c) the type of light industrial development proposed. Moved by Alderman Mabbett: Seconded by Alderman Laking: That access to the H.A. Roberts’ industrial development in the District of Coquitl7m from Bedford Street in the City of Port Coquitlam, be: approved. Carried. Aldermen Keryluk and Ranger voted against the resolution. Prior to passage of the foregoing resolution, a discussion ensued, and Alderman Ranger stated he found it very difficult to endorse the District of Coquitlam zoning that parcel of land "Tndustrial" until he had more fully examined the "big circle" concept; however, Alderman Laking stated he did not think the property in question would be affected by the Regional Town Centre designation. Alderman Keryluk stated he could not support the motion due to lack of information concerning the proposed Regional Town Centre. Acting-huyor Alderman Thompson pointed out that the property involved is under the jurisdiction of the District of Coquitlam, and all that has been requested from the City is road access to it. Alderman Traboulay commented that the proposed development is in the same vicinity as light industrial enterprises in the City, and while he would not oppose the project, he would like the District to undertake improvements to Bedford Street as well as the Westwood-Kingsway crossing and construction of the sidewalk South from the C.P.R. crossing on Westwoc 1 Street.
