Subject: Rocky Point Boat Ramp Committee Meeting - November 29th, 1973. Together with Aldermen Boileau and Stibbs, the writer attended a meeting of the Rocky Point Boat Ramp Committee held in Port Moody City Hall on Thursday, November 29th, 1973, Present were several representatives from both Burnaby and Port Moody and Alderman George Laking from Port Coquitlam, As background it was stated that Burnaby and Port Moody each contributed $25,000 to construct the facility in 1968 and have each contributed about $1,500 cach year toward operating costs, Other communities, including Coquitlam, were unwilling to assist in the 1968 construction, Early this year it became apparent that the facility had to be improved and enlarged to accommodate the large number of usera. A survey (attached) taken in July and August 1973, indicated over 7, 000 launchings during the Loating season, A charge of $1,00 is made during busy periods when it is economic to hire staff; at other times use of the facility is free. Annual revenue from this source ia about $5,000 - which is insufficient to meet operating costs as evidenced by Burnaby and Port Moody yearly contributions noted above. Launching fees may have to be increased in future. The survey found that users of the ramp were az follows: Coquitlam 27.5% Burnaby 24, 3% Port Moody 12.8% Port Coquitlam 11.9% All others 23.5% It ia proposed to improve the ramps, carry out some needed dredging and increase the floata, so that boats can be handled more quickly in greater quantity. = -2- Re: Rocky Point Boat Ramp Committee Meeting - November 29th, 1973, cont'd. November 30th, 1973 It is estimated that the total cost of the project is a maximum of $60, 000 and sugg: sted sharing of cost is as follows: Toquitlam 13, 75% $ 8,250.00 Port Coquitlam 5.95% 3,570, 00 Estimated Revenue 5,000.00 Burnaby 1/2 balance 21,590, 00 Port Moody 1/2 balance 21,590.00 ———$— Total $60, 000. 00 The $8,250 requested of Coquitlam is maximum and is contingent upon the other municipalities contributing their share as indicated. There is some hope that construction can be made for less than $60, 000 if respective Councils can give quick approval, as part of the estimated cost is covered by a bid that is firm untis January 31, 1975, There is algo good reaaon to believe that since several municipalities would benefit, the Provincial Government will grant 1/3 of the costs, but thie will not be known until April of next year, In the event that lower coste are achieved, or that the Provincial Government grant is obtained, then Coquitlam's share would be correspondingly lower, being the lower of 13, 75% of final net cost or $8,250 (a Provincial Grant of $20,000 would lower Coquitlam's share to $5, 590).
