programming."

content, but has ne intention of showing programs. ‘just

“Our position is that First Choice, in an effort to build a
phoney marketing ploy, has created problems for the other
pay networks,” said Harris. “Their actions to exploit that.
:type of programming could result in the whole pay industry
facing unfair regulations.”

Cowan said C-Channel, a national network which offers
children's’ and lively arts productions as well a8 films,
established its own: Program policy on adult fare last
. October.

“The policy states programs are tobe judged primarily on
artistic merit.over “any appeal to base and prurient in- .
terests," he said. Staff members also are instructed to use
" good judgment for material “which may offend on moral
_ grounds.”

Don. MacPherson, president of First Choice, said Wed-

. nesday the network would be “more than happy to co-
operate” with the ‘commission by attending the meeting.
