WESTERN CANADIAN LUMBER WORKER March, 1960. 2nd Issue Continued From Last Issue “Glamorous Budget” Indirect Debt The Premier justifies this segregation of $543,220,000 in- direct debt in the contingent liabilities column by stating that _ the physical assets and works represented, (and not recorded in the provincial balance sheet) are valued at $655,000,000. He also states that although this debt is fully guaranteed by the provincial government, no claim has yet been made for imple- mentation of the guarantee. Statements which appear in the Public Accounts, tabled for the year ending March 31, 1959, show that these self-liquidating projects must assume the -cost of debt, resulting from necessary borrowings. It follows that the cost of this debt must fall on to the Bridges Authority those who rely on the services so provided, as in the payment of tolls or electric services from the Power Commission. Gaglardi. Pro-labour Highway Minister Gaglardi declared that he is pro-labour and that his position is the same as that stated by President Jodoin of the CLC. He claims to command the confidence of labour, Public Works Minister Chant, referring to his remarks last session said, “I have gained the impression that there is evidence of a firmer attitude on the part of the responsible elements of labour in this province to- wards that other element which would destroy on the one hand the hard-won gains of Labour itself, and on the other the con- fidence of management and citizens alike in the integrity of the Labour movement. The recent action taken in disciplining the SIU following the shocking attack on Mr. Greaves is an indication of this attitude. The fact that such an incident could happen makes it abundantly clear that the warn- ing expressed by some of us in the past were made with good intent, and good reasons. Neéd For Vigilance It further demonstrates the need for vigilance on the part of all of us. We must not allow the rule of intimidation and violence to replace the lawful adminis- tration of good Jabour relations. “The mail received in my of- fice following my Budget De- bate Speech of the last session was a revelation to me. Simple to operate, it means in- creased safety and reduction in driver fatigue. : In the system, a single lever combining clutch, gear and ac-- celeration control replace the con- ventional clutch and gearbox controls. It operates on the hydrostatic principle, has been tried out on a conventional-tractor, diesel quarry locomotive and diesel road roller. Once engine is started, driver: has only to move contro] lever back and forward to make vehicle go forward or in reverse, slowly or at maximum speed. No braking is necessary since neutral position of lever lets engine tick over while wheels remain locked.
