DISCUSSION: Approval of this application will permit the construction of an apartment building within the Flint Street apartment district. The front yard and extcrior side yard setbacks have been reduced in accordance with the Development Permit Area Guidelines. A relaxation to the rear yard setback is being requested to accommodate the building design. The Planning Department supports this relaxation as there are no windows to habitable rooms on that building wall, and because for all practical purposes, this is the side yard of the building. Indoor and outdoor recreation areas have been provided in accordance with zoning requirements. Parking, floor area ratio, and lot coverage also conform to bylaw requirements. While the building presents a full four storey facade along Flint Street, the fourth storey is recessed on three sides of the buiiding in order to create a "penthouse" level that contains only four suites. Therefore, the impact of the building on the surrounding single family residences is greatly reduced. As this application generally conforms to zoning requirements and guidelines for Development Permit Area IV, it is recommended that it be approved to proceed subject to the conditions noted above.
