As it basically establishes that any such monies received by a regional district library must be paid back to the appropriate member in a wasteful and costly bureaucratic process, it asks that these two provisions be withdrawn. WITHDRAWAL FROM REGIONAL LIBRARY DISTRICT (1) The Board disagrees with this provision as it removes the requirement for a petition of electors prior to any action being taken towards withdrawal. This weakening of the withdrawal process is a threat to the security of regional library districts and puts membership or withdrawal more directly in the political arena. REQUEST TO MUNICIPALITY OR REGIONAL DISTRICT TO TAKE OVER LIBRARY While the Board supports the provisions of the part concerning the takeover ofaP.LA. library, it feels strongly that the proposed legislation is too weak. luis should be strengthened including an establishment grant program and takeover powers given to the municipality or regional district.
