Nherinniy af A GUIDE TO THE DISCUSSION POINTS The points for group discussion are intended to help structure the discussion withaut in any way constraining it. The following tips are offered to help the discussion leader introduce the topics and deepen the discussion on each point. Introducing the Discussion Before the discussion begins, it may be helpful to: . give participants a little background on the Citizens’ Forum on Canada’s Future: explain how you, as a discussion leader, came to be involved with the Forum: ask participants to introduce themselves to each other, and tell a little about themselves. give an overview of the discussion points. The points address a number of specific issues which Canadians have been telling us concern them -- aboriginal issues, Quebec, regionalism, official languages, and ethnic and cultural diversity - but there could be other issues of equal or more concern to participants, The group should be assured that the discussion need not be limited to the order or te the specific points propesed; If they would like to change the order, or add other points either at the beginning or in the course of discussion, this is completely up te them, - Point 1. Malor Issues Facing Canada Now and In the Future As a general opening point, participants could discuss what they see as the major issues Canada must deal with over the coming decade, and air their general concerns. The discussion leader should not feel obliged to press for solutions to the issues which may be raised, but the recorder should take cara to note such solutions if they are offered. Point 2. The Future Shape of Canada This point covers five areas which Canadians have told us are of concern to them. Aboriginal Peoples: Lands and Government Two of the major issues which relate to aboriginal peoples are aboriginal self-government, which has been the subject of numerous First Ministers’ Conferences, and the settlement of aboriginal treaty and land claims, rnany of which have been outstanding for a number of years. Following on the previous discussion, about what new arrangements may have to be made for governing Canada, this point gives participants the opportunity to offer their views on. both the problems and tha solutions in these areas.
