THE CORPORATION OF THE CITY OF PORT COQUITLAM MEMORANDUM MAR 29 1982 TO: Mr. B.R. Kirk DATE: January 28, 1982 City Administrator FROM: Mr. W. Brown Director of Planning SUBJECT: Standard Landscaping Letter of Agreement. RECOMMENDATION: That City Council adopt the following resolution. "THAT THE COUNCIL OF THE CITY OF PORT COQUITLAM IN OPEN MEETING ASSEMBLED DOES HEREBY RESOLVE TO ENTER INTO A STANDARD LANDSCAPING AGREEMENT WITH ALL DEVELOPMENTS REQUIRING A REZONING OR DEVELOPMENT PERMIT." BACKGROUND: City Council members may recall that in discussions with Mr. Art Phillips about the standard Landscaping Agreement, several improvements were suggested that could be made to the standard agreement. Sub- sequently, City Council requested that the City Solicitor review the standard changes. Those changes include a requirement that planting materials be replaced which have perished during installation. Secondly, that trees be to a certain minimum height. Finally, the Landscape Agreement wording has been clarified that if landscaping is not completed, the City may draw on the Letter of Credit and complete the landscaping. COMMENTS : The standard agreement attached to this report has been prepared by the City Solicitor to meet City Council's request. As has been City Councils practice in the past, this standard agreement is being submitted for it to be used in all future development permits and rezoning applications. The precedent for this is the City's standard right-of-way agreement procedure, and the standard Landscape Agreement now being used. oh OK IN. 7 Low é W. Brown WB/vlj
