THE CORPORATION OF THE CITY OF PORT COQUITLAM Alderman George Laking Chairman, Industrial Development Committee Noverber 3, 1975 R. Dunbar, Fire Prevention Officer Record Chemical's Proposed Tank Farm, Kingswey Avenue, Port Coquitlam, B.C. Since we presently have no other operation similar in nature to this propesed occupancy of Mr. Corriea'a Record Chemical Company I have researched to the best of my ability’ the fire safety hazards and fire prevention precautions which are pointed out or recommended by various authorities. After determining that this type of installaticn was allowed under the F.M.Ae I-contacted the Provincial Fire Marshal Office iu the person of Inspector Grorge Lane and asked whether their office would ask for anything in addition to these requirements. He informed me that we should go by the N.F.P.A. recommendations of deluge sets in the Rail or Vehicular tank car loading and unloading sreas and foam monitoring systems in the tank farms dyked area to protect tanks and extinguish or arrest the spread of fire, Pr eemary = en cant atte 5 tow # s PAY ATY OF COQUITLAM CS ha it This I feel is a sensible and reasonable requirement. Mr. Corriea stated he was intending to set up Record Chemicals operations along the lines of the new Van Waters and Rodgers operation in Richmond. I subsequently arranged to tour the aforementioned plant with their Mr. Freeze (Manager) and Captain John Trebeck of the Richmond Fire Department, Fire Prevention Branch, I was very im cessed with what I saw from the decor tight down to the most sophisticated fire protection systems and methods of operation. The co-operation between the company and fire department was excellent in every respect, This is essential in an operation of this hazard type. . rem I, therefore, contacted the Burnaby Fire Department and spoke with Chief Fire Prevention Officer Stan Wilson and Inapestor Don Ward both who spoke very highly of Record Chemical Company and their relationship with the Burnaby Fire Department. They also indicated that Record Chemical Co. had a serious fire approximately 7-9 years ago and although we do not like to see it happen, this has made tieae people extremely fire : conscious, : . With the above in mind and providing they ‘nstall their tanks in a concrete dyked area aad in conformance with the Fire Marshal Act and the recommendations of N.F.P.A. I see no reason to object to this occupancy locating in Port Coquitlam from 3 fire prevention and fire suppression point of view, . Ross Dunbar, L.A.F.M.
