Down, an appraisal super- visor at the B:C, Assessment Authority here, said Friday he is being transferred to the authority’s Chilliwack of- fice, likely around mid- December. “Obviously I don’t feel good about it,”’ said Down, who was elected to Terrace council in November 1996 with 1,579 votes. “Tt made a commitment to this community and J] wanted to see it through,” he said. ‘‘It’s a tough thing to give up. But at the same time a man has to look after his family and career and continue to grow.”” Final confirmation of the transfer won't come for an- other week or so, he added. City administrator Bob Hallsor says the timing of a byelection to fill the vacan- cy will depend on Down’s actions. A letter of resignation would be effective the mo- ment it’s received, he ex- plained, prompting the ap- pointment of a chief elec- tions officer and triggering a process to hoid a byelection within 80 days of that ap- /pointment, But Hallsor said it's also possitle Down could con- tinue to serve as a city coun- cillor for a few months even after a transfer if he’s here to altend meetings, possibly Tim Down -because of trips back to Ter- race to wrap up loose ends. Another possibility is that “if. a vote on amalgamation , passes Oct. 18, the byelec- tion might be held at the same time as a vote to elect, three more city councillors to represent Thombill. “It's possible, but again the timing is basically in Tim’s hands,’’ Halisor said. Bae £ New Skeena school revived THERE'S BEEN a few setbacks, but the idea of replacing Skeena Jr. Secondary isn’t dead, The government first announced it would give the district $1 million to‘plan a replacement for the aging school back in spring of 1996. Since then there's been a provincial election and new conditions placed by the government Those conditions are thal the new school adopt an extended day, in order to save money. Theoretically, such a new school would be smaller. . The original committee 10 replace Skeena didn’t get very far. It was stopped by the ew conditions and a lack of board interest. The school beard at the time was trying to figure out how it would amalgamate with the Kitimat district, so replacing Skeena was pushed down the priority list. Now a new ad-hoc committee has been struck. Stew Christensen, the trustee which headed the original com- mittee, is acting chair of the new committee. The committee met Sept. 30 to discuss 13 pos- sibilities for Skeena’s future, The committee agreed to would narrow the choices to two or three, then leave the decision on the type of school and its location to the board. Christensen said the committee will be looking at both extended day and traditional schools. He says the ministry has recently admitted it meant the extended day schools more for urban centres, He thinks the idea of an extended day for a new jun- ior high ‘‘is not an educationally sound idea.” Bussing students is a big problem, he pointed out, since both elementary and high school students take the same bus in some outlying areas.
