The Dicector of Planning met: with representatives of the property owners to the east and west of the Pitt River Road-End, jointly, on June 6, 1994, After some discussion it was clearly and unequivocally stated that the common position of the adjacent owners is as followa: 1. Their main concern is to ensure that the portion of the Pitt River Road~End currently used as a read, providing access ta the properties on both sides, will remain in perpetuity as a road; The owners do not dispute the right of the public to have access to the road end and to the river using the Pitt River Road-End. They pronasad that the vortion of the road-end Jyving between the paved portion of the road and the boundary with the Pitt River be designated ss # parks ; The ownerg have no concerns if the City decide to develop this portion aa d park im any reasonable way, to provide public view and accese to the river. (Note: Because of the nature of the land, an access to the river would sequire authorization from FREMP ). The property evners clearly stated that they have no problema with the City opening the road immediately to provide public accegs up to the end of the road er beyond with the appropriate authorization. They stated that they are prepared to remove or allow to be removed the fences, sign and landacape areas that exist in the southern most portion of the road end. DISCUSSION: The position of the property owners is quiet clear. They do not dispute the right of the City to uae the Pitt River Road End as an access to the river; they have proposed a creative way to respond to the desire of the City to designate ao Park Land the ares fronting the river. The solution as described in the recommendation section of this report satisfy the intent of the request received by the City at the OCP Public Hearing and will keep the road in perpetuity under public domain, thus providing the adjacent residents with a reasonable level of confidence that the access to their properties will not disappear some time in the future.
