Moved by Alderman Laking: Seconded by Alderman Farnworth: That City Council concurs with the District of Cuquitlam of the appointment of Mr. Tom Brooks as the Citizen Representative to the Crime Prevention Committee for 1989. Carried. From the District of Burnaby, December 2ist, 1988 regarding Revenue Sharing Grants. Moved by Alderman Laking: Seconded by Aiderman Farnworth: WHEREAS when Revenue Sharing was introduced, it was seen as a fair and equitable method of distributing grants to municipal governments by the Province of British Columbia; and WHEREAS the unconditional grant which is based primarily on a municipality's population represented 80% of all Revenue Sharing Grants allocated in 1978; and WHEREAS since 1982, unconditional grants have been reduced drastically in relationship to the total Revenue Sharing Fund allocation and represent only 42% of the total in 1988; and WHEREAS the reduction of unconditional grants can not be attributed solely to the past downtum in the economy of British Columbia; and WHEREAS the reduction in unconditional grants are primarily the result of major policy changes related to Revenue Sharing Grant allocation; and WHEREAS THE NET EFFECT OF THESE CHANGES IS TO REDUCE THE AMOUTT OF UNCONDITIONAL GRANTS ALLOCATED AND THUS REDUCE REVENUE SHARING ON A PER CAPITA BASIS; and WHEREAS the "Report on Real Property Taxation Issues In Greater Vancouver" (as amended 1988 November) addresses a number of other issues which suggest discrimination against G.V.R.D. municipalities and other large metropolitan areas and an unfair allocation of Provincial revenue sharing grants;
