Carried. Prior to passage of the foregoing resolution Alderman Ranger asked for clarification on the sewer rates and asked the Finance Committee to do a study regarding phasing out the difference in sewer rates. From the Finance Committee, September 14th, 1979 advising that a review of the Second Hand Dealers Licensing By-law had been carried out and recommending that the "Second Hand Dealers Regulation By-law, 1979, No. 1706" be implemented. Alderman Traboulay introduced a By-law to regulate the carrying on of business by persons purchasing, taking in barter, or receiving used or second hand goods. Moved by Alderman Traboulay: Seconded by Alderman Mabbett: That By-law No. 1706 be read a first time. Prior to the question being called on the resolution Alderman Traboulay proposed an amendment to 2(b) to strike the words "in the English language". Discussion then ensued.
