Re: Zoning By-law — Flood Plain Regulations You will recall that earlier this year the City's proposed new Zoning By~law was withdrawn because of the Department of Municipal Affairs insistence on the inclusion of Flood Plain Regulations and because the Council was unable to agree on this inclusion with a sufficient majority. Since that time as you are aware, some difficulties have been en~- countered with applications for building permits in the flood plain area of the City. I believe that the Council has now indicated that they would be prepared to consider placing the Flood Plain Regulations in the zoning By-law by means of a Zoning By-law Amendment. I am attaching a copy of the Department of Municipai Affairs correspondence relating to that matter. I believe it was indicated that where the Water Resoures Regulations state that "these requirements be applied to those areas of the City zoned agricultural bordering on the Pitt, Fraser and Coquitlam Rivers" we had pointed out that specifically the requicements should apply to the areas designated Agricultural Land Reserve. 7 V.G.
