September 9th, 1974 The City Planner further advised that the By-law is not meant to affect those apartment areas already developed and these areas will be scheduled for re-zon- ing to either RM-3 or RM-4 according to the size and density of the development involved. His Worship the Mayor then invited those in the public gallery who wished to speak to the By-law to do so, and Mr. V.J. Crosby, 2458 Shaughnessy Street, inquired as to the purpose of the proposed changes. His Worship the Mayor advised that persons in areas zoned RM-1 and RM-2 will have to apply for rezoning to RM-3 or RM-4 if they wish a higher density when they develop their properties. Mr. Allen Buschau, 2430 Shaughnessy Street, inquired what affect the proposed changes will have on property taxes and the City Administrator ad- vised that as property is based on value, the assessment will depend upon whatever value resides in the land after rezoning. Mr. Crosby spoke again and inquired if it would be pessible to apply for Commercial zoning, pointing out that his property is immediately adjacent to that zone. Mr. Crosby was advised that he could apply for Commercial zon- ing and that the request would be processed in the usual way, that is, recommendation by the Planning and Zoning Committee to Council for a decision. Mr. John C. Simms, 3046 Coast Meridian Road, requested clarification on undeveloped land, such as that next to the building in which he lives - that is, how do you get to know where development is being attempted and how can you oppose it? His Worship the Mayor advised that such an applica- tion would come before a Public Hearing and that all residents within a 400' radius of the property involved would be notified. N A Ir. N. Trabysh, 3046 Coast Meridian Road, inquired as to the densities proposed in the four zones, and the City Planner advised that the RM-1 zone would be scaled down to 9 units per acre; the RM-2 zone to 12 units per acre, the RM-3 zone would provide for 18 units per acre; and the RM-4 zone would be 36 units per acre. Mr. R.J. Pettie, 1321 Paula Place, inquired whether the standards for properties in already developed RM-1 and RM-2 zones would be changed, and the City Planner again advised that they are being scheduled for rezoning to RN- 3 or RM~4 so that they would not be left ina non-conforming situation. Mr. K.A. Ross, 3433 Sefton Street, stated his concern that single- family residences in areas such as his, where apartments are either existing or contemplated, will eventually be phased out.
