Ef- forts to date have had the im- mediate effect of publicizing the campaign to a wider audience but the need now is to enroll more people and more organizations into active support for the objective. As we had anticipated, the medical associations and in- Surance companies have been lobbying to win support from various provincial govern- ments for the introduction of legislation that protects their own private and selfish inter- ests. Such legislation can only have a detrimental effect on the overall urgent need for a HEALTH CHARTER FOR CANADIANS. In the meantime we are de- sirous of having signed post- cards returned to this office as quickly as possible. The number returned as of April 21 was 37,593. We are aware that in addition a number of. cards have been mailed di- rectly to the Prime Minister, but this is still obviously not a large enough number to really impress the Govern- ment with the importance of this matter. We are hoping, therefore, that you will do everything in your power to step up the campaign and bring it to a successful con- clusion as quickly as possible. How many in the labor movement are prepared to accept this new maxim? We are told workers of the future will continue to require higher and higher levels of skill and technical knowledge. They can look forward to constant retraining, upgrading and learning of new skills and even new occupations. Federal-provincial worker training programs have been available for the past five years. Yet few union leaders and their unions are aware of their existence. The 10 joint programs are vegetating from lack of use. Even though the programs are largely subsidized by federal funds, their acceptance by labor and industry has been negligible. To rescue the training programs from their doldrums, the Canadian Labor Congress Advisory Committee on Manpower Training is recommending to congress officers that they call a conference of top union leaders which would decide on official policy for the labor movement to pursue. The CLC advisory committee believes the labor movement must declare itself in this important area ac- tivity. The poser boils down to this — to train or not to train industrial workers whose jobs have become obso- lete, the unskilled, the semi-skilled and the youth enter- ing the labor market? Some craft unions are openly hostile to training ac- tivities believing they can result in a surplus of trades- men which would upset the fine balance in the labor market between supply and demand. Industrial unions have barely scratched the surface in implementing skill development programs. If labor is interested in the job future of the Cana- dian worker, it must begin grappling with the problems arising out of our emerging technological revolution. Workers are the chief victims of mechanization and auto- +mation. They are the ones who-are losing jobs. . . The union movement must put its own house in order and establish a positive relationship with the vari- ous worker training programs. Otherwise, it cannot suc- cessfully indict government and employers for doing little or nothing in the area of worker training.
