sf { | 5 age ei oa i) P UNTIL the West German government’s efforts to estab- lish nuclear military bases in Spain became public knowledge, the spokesmen of NATO have always touted that war conspiracy . organization as being purely an - instrument of “defense” against some mythical “aggression.” In this they have had the full backing of bourgeois and right-wing social democratic reaction. Even when they could no longer conceal the knowledge that the Neo-Nazi government of West Germany was negotiating with Butcher Franco to set up a new Hitlerite anti-Soviet “axis,” with West German military bases and nuclear producing plants on Span-— ish territory, NATO spokesmen sought: refuge in the cheap pre- tense that Adenauer had gone “behind their backs” in his war conspiracies with Franco. Now the NATO cat is out of the bag; the grim truth is emerging, and in the process the “defense” pretexts of NATO are being ex- ploded. : Adenauer’s negotiations with Franco were not only known to all NATO chiefs, but fully approved by them. This on the grounds that to be an effective anti-Soviet “ally” in the NATO war machine, West Germany must have foreign bases. As U.S. NATO chief Gen- eral Norstad and West German - defense minister Franz Strauss put it, West Germany must have “lebensraum” (living space) in order to make its fullest contribu- tion to the war conspiracies of NATO. What is worse, as the British Daily Worker states, is that the British Tory government, in line with the wishes of its senior part- nef in Washington, are calmly dis- cussing these demands with the aim of satisfying Adenauer. Brit- ish foreign secretary Selwyn Lloyd is reported as “excusing” West German demands for bases on the grounds that they are needed. Phone MUtual 5-5288 | EDITORIAL PAGE — lebensraum Ficheaten are running full blast on the eve of the Geneva 10-power disarm- ament talks, and to which millions of the world’s people look longing- ly for a final easing of war ten- sions and a turning to disarm- ament and peace, it is clear that the prime purpose of these latest NATO conspiracies is to scuttle the Geneva talks. : This can be further seen in the additional proposals of U.S. NATO chief; General Norstad, who is now proposing the immediate setting up of a highly mobile NATO force, armed with nuclear and “conven- tional” weapons, which can be used as a “lightning” striking. force anywhere, against what NATO brass may term “aggres- sion.” Thus, while the Geneva talks, reflecting the urgent demand of millions for peace, begins to tackle the momentous issue of disarm- ament and peace, the war conspir- ators of NATO with the West German dregs of Hitlerism in the lead, plan new provocations to. facilitate their drive to atomic war and devastation. The silence in Ottawa on the West German military bases issue is ominous. It must be broken — ‘by the mighty will of the Canadian people for peace and an end to NATO war conspiracies. OLLOWING an exchange of “billets doux’” between the federal Fisheries Department and the B.C. Department of Recreation and Conservation on the delicate question of how, where and on whom to clap another tax gouge, it _ looks as if the salt-chuck sport fisherman is the next victim to be filleted. The suggestion mooted is that a nominal licence fee of around a dollar or so be clapped upon every sport fisherman angling for the elusive coho, spring or tyee in the salt-chuck, and to hold him down to one set of fishing gear per craft. Such licences, says Ottawa, “would help to gather statistics.’ Most important, however, it would help gather tax dollars, perhaps begin- ning with one dollar per fisherman (as in fresh water licences), and winding up a year or two hence at five or more per fisherman. Another governmental depart- ment on the hunt for tax sources, has its eye on the licensing and registration of all sport fishing craft, from the streamlined cabin cruiser down to the remodelled washtub.
