This speculation appeared last week in Madrid’s leading newspapers and appeared to receive some support when the Prince, a 28-year-old playboy abruptly cut short his vacation on Majorca, the Mediterranean island, and flew to La Coruna aboard a special Spanish Air Force jet. en La Coruna, in northwest Spain, is where the decrepit, 82-year-old fascist military dictator is spending his vacation. A Spanish govern- ment spokesman in Madrid refused to confirm or deny the rumors about Franco. ‘If Franco does step down, it will probably be to try to head off an. armed forces revolt, informed Spanish sources said. Existence of a “Democratic Military Union” comprising a large percentage of Spanish officers has recently been confirmed. The DMU: members ‘are loyal to Don Juan, 62, the father of Prince Juan Carlos. Don Juan is the rightful head of the Spanish royal house; his followers _ are part of the Democratic Council set up in Paris last year. . Six pears ago, Franco named Prince Juan Carlos as his successor, ignoring the wishes of Don Juan. In mid-June of this year, from his place of exile in Estoril, Portugal, Don Juan issued a call for -Spain’s armed forces to seize power and to restore him to the throne as the means of guaranteeing democracy in Spain. Franco: replied by issuing an order forbidding Don Juan ever to set foot in Spain. Sens - TREATY TO BAN ENVIRONMENTAL WARFARE GENEVA — A draft treaty banning environmental warfare has nearly been completed by the U.S. and the Soviet Union. The draft treaty will almost certainly be presented to the 30-nation Geneva Disarmament Conference before it concludes its summer session August 29. Banned items under the treaty would include ‘climate modification, ocean modification, artificial earthquake pro- duction, and disruption of the atmospheric ozone layer, all for mili- ° tary purposes. The draft treaty probably will be discussed at this fall’s session of the United Nations General Assembly. : PROTEST STRIKE IN PORTUGAL A SUCCESS LISBON — Hundreds of thousands of Portuguese workers in the Lisbon-Setubal area participated in a 30-minute strike Aug. 19. The strike was called by the national trade union federation, Inter- syndical. . ; Capitalist news media portrayed the strike as a failure, nowhere mentioning the number of workers who took part.
