Labour EDMONTON — Last week, the Alberta Federation of Labour adopted an impor- tant resolution in support of the Canadian Association of Firefighters (CAFF), cur- rently locked in a dispute with their interna- tional union. The Canadians want to have their own union and still be affiliated to the International Association of Firefighters (IAFF). The resolution, which will go to the 1990 Canadian Labour Congress convention, calls on the CLC to amend its constitution to allow the congress to grant affiliation to organized Canadian workers who want a Canadian national union, where none pre- viously existed, without infringement or interference from international affiliates. This question already surfaced at the 1988 CLC convention. Then, it was deter- mined that the settlement that came out of the Canadian Auto Workers and the Uni- ted Food and Commercial Workers dispute Firefighters autonomy backed over the East coast fishermen would be first tested by the firefighter issue. The case was referred to a committee that was headed by Ontario Federation of Labour President Gord Wilson, and also included Dave Wer- lin, then president of the Alberta Federation of Labour. Firefighters at the AFL convention said privately that the IAFF has refused even to debate the four recommendations that the CLC committee came up with. Part of their frustration has been that the former won’t agree to have the Canadians at the same meeting. One of the recommendations was that the IAFF should include the CAFF in all the preparations for the Canadian confer- ence. This was not done. The situation is that over the last few years most of the firefighters have withdrawn from the IAFF, but have remained members of CAFF. E Part of the same recommendation from the CLC committee was to allow all fire- fighters to be part of the Canadian confer- ence. The international union has made it clear that only members who are affiliated to both the CAFF and the IAFF are wel- come. At the same time, the IAFF is moving at its up-coming conference to have the Cana- dian section change its name, and to have the CAFF named as a dual organization. It is also insisting that members in both organ- izations opt for membership in the new, still-to be-named association. The IAFF will hold this conference in September with a minority of members in Canada. It will then ask that the CAFF be expelled from the international organiza- tion for dual unionism, and under the con- stitution be removed from the CLC. The IAFF is currently in violation of one of the CLC’s 1974 guidelines on Canadian autonomy — incorporated into the consti- tution in 1988 — that stipulates that the Canadian director of an international union be elected by the Canadian membership. The IAFF insists on continuing to appoint that position. At the AFL convention the firefighters went all-out for the support of the delegates. They were greeted with a barrage of posters, balloons, buttons, and leaflets supporting their struggle to stay in the house of labour.
