IMPAIRED AND IMPEACHED: One of the most serious crimes of this twentieth century com- mitted by a variety of otherwise law-abiding citizens, is presently coming under discussion in the Provincial House of Commons, All members agree that some- thing must be done about it; but what, that’s the conundrum, The Island has more than its share of offenders and that is not good because traffic becomes heavier by the day, with a one- third rise expected this summer due to ferry runs that will em- bark from the North end, The impaired driver gambles on three serious chances, the accident element, and the appre- hension charge which is the best gamble percentagewise. After impreachment there is still the element of chance to consider, Take the case of the Port Al- berni man who attempted to U- turn on the Sproat Lake road and became hopelessly stuck across the highway so as to block traffic. When the police arrived min- utes later it was necessary to be carried to the cruiser for transportation to the jail. The offender was ‘summarily con- victed and fined $6,50 with no license suspension, ’ And that can hardly be recon- ciled with the travelling sales- man who paid $350 on the same charge in an Island court after being discovered behind the wheel of his vehicle on the shoulder of the road, Mind you, he did argue with the boys-in-blue, and that is serious, A couple of difficult cases to understand came up in Chemain- us court last week, Two different cases of impairment were tried, both convicted of the offence, It cost one man $200 while the other chap was fined $100, The element of these chances should be removed and commis- sion of this:most serious of acts would drop sharply and quickly. Of course to cut down on offences would in. turn cut down on the amount of money paid into the various community coffers and there are many people who would not go for that, Island scene VICTOR pew PROFESSIONAL PANHANDL- ING: Many years ago thousands of Canadians became panhandlers out of dire necessity by the body’s demand for bread and water. Some of those men had an appealing manner and became rather adept at stemming, as they preferred to call it, As a matter of fact a few lads made so well at the trade they could afford elothes and other common necessities, A_ still smaller percentage actually saved money by diligent effort. They were the professionals and some are still around plying the trade in other manners but with the same result, On the first of this month Nanaimo City Council turned down a request from United Ap- peal for a donation of $2,000 to bring the appeal funds up to the campaign objective, Reason: Nanaimo citizens would be con- tributing twice, as individuals and as taxpayers, The objective was some thous- ands higher than previously, Wouldn’t it be something if the council had honored the request? next year the objective would be still higher and council could pick up the tab for the uncollected balance, To repeat, the old pros are not dead, just dormant at times, The whole affair makes one wonder, even in this dynamic society, SOCCSSSEHSSSSSHSSSLESEHSLOSEOEE Workers Benevolent Assn. R, W, Puryear, saying he acted on orders from President Johnson, ordered 150 air force soldiers to remove them forcibly. The Negro squatters said their action was sponsored by “The Poor People’s Conference,” A spokesman said they were an advance party of hundreds of unemployed who would move onto the base, Their statement asked Presi- dent Johnson: “Whose side are you on, the poor people or the millionaires?” It charged that Federal com- modities distributed to the needy SCOP eSeeHeSeESEHEOLELEEEEOCELOE OVALTINE CAFE 251 EAST HASTINGS Vancouver, B.C.
