DISCUSSION:

The fees described above range from a low of 450.00 for an alteration of
a Development Permit in Coquitlam to a high of $1500.00 for a Development
Permit affecting a property with combined usea in Surrey.

The structure of fees in Delta allowa for the identification of a
vefundable portion of the fees, for applications that are rejected and,
appears to be the fairest way to go.

Based on the average time involved in processing a Development Permit or
Development Variance Permit (8 to 12 hours) and the average time to prepare
the Development Permit or the Development Variance Permit document (6 to 8
hours) it is recommended that the fees described in the recommendation section
of this report be approved.
