CORPORATION OF THE CITY OF PORT COQUITLAM MEMORANDUM OCT 18 1982 TO: B. Kirk, October 12, 1982 City Administrator FROM: F.E. Peters., P. Eng., City Engineer SUBJECT: Walkway at 2413 Scott Place - Public Works Committee, Tuesday, October 5, 1982 RECOMMENDATION: That the walkway between Scott Place and Patricia Avenue not be fenced. BACKGROUND AND COMMENTS: Mrs. Harding of 2413 Scott Place appeared. as a delegation to Council regarding the damage to her fence alongside the above walkway. Her’ request for a chain link fence was referred to the Public Works Committee. The Committee met with Mrs. Harding on site and examined the condition of the walkway. The walkway currently has private wood fences on both sides which have been erected by the four adjacent property owners on private property. The existing fences are all privacy fences varying in height from two feet to six feet and generally in fair condition with the exception of some broken boards. The owners would not be inclined to remove these fences if a new chain link fence was installed within the walkway right-of-way. If a chain link fence was installed, it would leave a one or two-foot strip between fences which could not be maintained and which would accumulate paper, glass, and weeds. According to Mrs. Harding, the problems she is having have only started recently and are specifically directed et her property. It is unlikely that the installation of a chain link fence will provide relief because the children will find some other way being a nuisance. The value of a chain link fence both sides of this walkway would be about $5,000. The Committee cannot recommend the expenditure of funds in this amount to try to solve a neighbourhood problem. F.E. Peters., P. Eng., City Engineer
