~ Rural residents facing — Increase in their taxes | TERRACE — Homeowners in Thornhill and the region's other unincorporated areas will see their property tax rates go up an average of 14 per cent this year, ’ Kitimat-Stikine regional district directors approved a $1.93 million tax levy in their $5.8 million 1992 budget on March 28. - They're once again projecting nearly $475,000 in revenue from fuel sales and moorage fees at the‘ district-operated MK Bay Marina in Kitimat — the biggest variable item in the budget. - The marina only generated $286,000 last year — nearly $200,000 below what was budgeted — but expenses were similarly reduced because the marina’s fuel depat didn’ t open until July. * An ongoing problem for the regional district is the escalating gost of its refuse sites, - Much of the cost increases are because the environment ; ministry has brought..in numerous restrictions on dump practices in recent years. “The pollution control and environmental standards have changed,” says Thornhill direc- tor Les Watmough. ‘There's a whole new procedure to g0 through. . You have to bury more frequently... You can’t _ burn. All of these things cost you extra moriey.””..- ": But despite cost increases of nearly 20 per cent — bringing - refuse costs to a record $220,000 in this budget — taxes for the dumps won’t be going up. . « That’s because the district is already taxing residents at the maximum allowable amount for the dumps. To make them pay more, that maximum taxation limit will have to be removed — and the district will have to get residents to agree to the change in either by referendum or peti- tion. The result i is a $161,000 ac- cumulated deficit carried over to next year’s budget. “The deficit is increasing a lot faster than we expected it to,” Wat- mough conceded. But he says the district doesn't plan to change that tax- ation cap until its solid waste management plan is done.
