sprinkling of such lawns on days when the said owners and tenants would, in accord with the restrictions stated above not be permitted to sprinkle. Not more than one hose shall. be in use outdoors on any one premise at any one time and the diameter of such hose shall not exceed 13mm but these provisions shall not apply to any premises upon which are located gardens, lawns, or other forms of landscaping extending over 8,000 square feet in area. Notwithstanding anything in this Section, where it is considered in the best interests of the City to do so, the City may make further restrictions or prohibitions of water usage according to the time of day, area of the City, sides of the street, or by any other such method as is considered necessary and such restriction or prohibition will be considered to be in effect from publication of a notice thereof in a newspaper circulating in the City. Where an employee of the Engineering Department or one of the City's By-law Enforeement Officers observes the sprinkling of lawns or gardens taking place upon premises upon which such sprinkling is not permitted under the provisions of this Section he shall immediately contact some adult person upon the said premises and advise that a violation of this Section is occurring and he shall then turn off or disconnect the water supply by shutting the stopcock at the property line, or by detaching at the main, and such service shall not be restored until an application pursuant to the provisions of Section 11 of this By-law is made accompanied by a fee of Twenty-five ($25.00) Dollars.
