dated Novenbar 2ler, 1972, and to the Council Comittee Heeting held Monday,

January 15th, 1973 at vhich tine Me. Dayton and Mr, Berzins explained their
Waterworke Survey,

The Council has tecently epproved revised Water Rates and

Connection charges go that it de now possible to antictpate sufficient
funds being available to Commence a major upgrading of the syeten necessary
to provide for expected population increases,

The Grester Vancouver Water District after receiving and con-

eldering the Waterworks Survey advised the undereignad to inveatigate sore
thoroughly the desirability of a teicher Avenue connection instead of the
Tecommended (by Dayton & Knight) Essorndale connection, This investigation
haa been completed by the undersigned and has also been discussed at sone
Jength with Dayton & Knight Ltd. 1t ts recomended that & connection
approxinately in the Welcher Avenue area be installed rather than the
Esscndala connection for the following major reaeona:

1. Adequate water supply will be avatlable more quickly to the

South side low zone in gehersl and to the dowatown area in Particular, It
W311 also cost considerably less than tha Essondale connection achema and
this lesser cost ehould be within Projected revenues,

2, The Dayton & Kaight recommended scheme places considerable

reliance on the existing Shaughnessy connection to the South side. The
continued reliability cf this connection particularly at the R.B. underpass |
ie possibly open to question. it da recommended that the Welcher Avenve
Connection be deeigned to not depend on the continued exiatence of the
Shaughnessy Connection.

It is recormended that, aside from the exception outlined below,
the freeze on water Connections to new residential developments on the eouth

not ba available to any new development south of the B.C. Hydro R/W sor
to the 8 acres betveen the B.C, Rydro B/W end Eastern Drive,

Finally it 2a reccenended that the Dayton & Kafght Waterworks
Survey be rade public,
