This was announced by the Co-ordination Committee to End the War in Vietnam, which arose out of the October 21-22 protest march and conference in Vancouver. Headed by Hank Rosenthal, the Co-ordinating Committee held a meeting Thursday of this week to decide on what form the April 27 protest will take. Protest actions are expected to take place across Canada and around the world on the weekend of April 27-28. Federation of Labor to plan ~ strategy and mount a campaign against the government's proposed legislation — Bill 33. The Bill is aimed at the destruction of free collective bargaining by the imposition of compulsory arbitration. The conference heard addresses by BCFL President E. T. Staley, and Jack Williams, Public Relations Director of the Canadian Labor Congress (CLC), and an analysis of the proposed Bill 33 by R. C. Haynes, Secretary- Treasurer, BCFL. The conference adopted a number of resolutions submitted by the Executive Council of the BCFL, embodied in an overall 10-point program aimed at mobilizing the widest opposition to the enactment of Bill 33, and if enacted, to mount a maximum support to the first union that comes under attack by . its provisions. The conference urged all BCFL affiliates to give 100-percent support to all civil servants in their struggles for full collective bargaining rights. It also planned to ask full moral and financial assistance from the CLC, all provincial Federations of Labor and International unions to support the BCFL campaign against compulsory arbitration. The BCFL has set up a ‘‘Defeat Bill 33 Fund” to which all affiliated unions are urged to contribute. “The anti-injunction campaign has cost us to date some $30,000. This campaign will require much more than that amount if we are to be successful,’ Ray Haynes told the conference. The conference also urged all unions to mount a big lobby when Bill 33 comes before the Legislature, and to make their views known to all MLA’s. Asked if the question of a general work stoppage in B.C. against enactment of Bill 33 had been considered by the conference delegates, Haynes stated that it had, but not very widely, and not considered appropriate at the moment. However, Haynes concluded ‘‘that door is not closed’. Among its proposals to block Bill 33 the conference also decided, should the Bill become law, to urge upon the Federal government to annul Bill 33 as being ultra vires or contrary to the conventions of the International Labor Office on labor- management-government relations. At this week’s session of the Vancouver and District Labor Council the deliberations of the BCFL conference came in for considerable. discussion and sharp criticism by many VLC delegates. The VLC Executive report included a press statement from Haynes, describing. Bill 33 as “fascist and totalitarian: . . indecent and corrupt’’ legislation, BILL 33 PUTS LABOR IN CHAINS BILL 33 I$ BIASED EMPLOYER LEGISLATION BILL 33 ATTACKS YOUR CIVIL RIGHTS BILL 83 MUST and that the only way to ‘‘kill the bill was to defeat the government’. The Haynes letter declared the “time for pussyfooting is over’’ and concluded with the slogan approved by the BCFL, “‘Keep freedom alive — beat Bill 33”. VLC secretary Paddy Neale reported that there was a very great sentiment at the BCFL conference for strong action.
