We strongly recommend that you work with trades that are known
to you. In the first instance, it would take too much time to
prepare detailed drawings and specifications required for a gen-
eral tender. Secundly, installations such as this are complex
hate should deat with people with some expertise in this

ield. : :

. Certainly we would see that as much of the material and/or ‘equip~
Ment ts tendered as is practical and that alternate suppliers be
encouraged to bid where applicable. Perhaps we might try to
interest two or three known contractors to bid on a competitive
basis as far as their profit, overhead and co-ordination of work
is concerned.

Re: . Justice Buiiding Alterations
- Communications Centre

[ forward hereto attached a copy of my report to tne
District Council relative to the above captioned subject.

As indicated in ey said report, the first I heard about
the need for extensive alterations to the communications
centre of the Justice Guilding was in late August/early
September, at which time { requested the Officer in Charge
of the detachwent to provide me with full details in order
that TE coutd commission consultants tc apprise me of the
estimated probahie cost.

There is a sense of urgency expressed by the efficer
commanding the detachment because the equipment that is to
be added is to arrive on the First uf February, 19281.

IT anticipate that the Municipal Council of the District will
appreciate the urgency and favourably consider the
recommendation contained in my report to appropriate funds
at an early date. ;

The purpose of this letter is to ask that you present

the matter to your Council. As you will note, in my recomcenda-
tion the action proposed is subject to the concurrence of your
Council and, of course, subject to approval by tha Council of
the District.
