COUNC Mayor and Council March 13th, 1979 E.W. Mabbett Alderman One of the areas that in my opinion we have been remiss in is in the area of energy conservation. The Senior levels of government have been strongly emphasizing the need for energy conservation in all aspects, both from a heating and lighting situation in the homes and offices and also in the vehicular use. With the number of buildings the City of Port Coquitlam has that are both heated and illuminated. It is my firm belief that we must start to conserve energy. There are many ways that this can be accomplished, however, many of these ways cost money. I do believe that our Administration can impress upon the Staff the importance of turning off lights and keeping the thermostats at a reasonable level. I am also sure that such things as door and window seals or weather Stripping can be a part of our regular maintenance if Senior Staff program same. The other thing that is available and should be looked at immediately is the aerial pictures B.C. Hydro took of roof tops over our City a year or so ago, showing heat losses. Some may say this is not the year to include at least a nominal sum of money in the City budget to at least start an energy conservation program. However, I feel that we must make a start, not only to help in the conservation of energy, but also to cut our ever increasing operating costs. I would like to recommend that we at least put a nominal figure in the budget, so that we can get some technical information as to the best way to start a conservation program. 1. We should have a firm specializing in the various types of heating and ventilating controls along with the necessary program clocks, etc. 2. We should have a specialist in the various types of insulation and double glazing of windows and doors. At this time I would like to recommend the sum of $3,000.00 be included in this year's budget, and that administration set up a program over the next 2 or 3 years of upgrading our facilities in order that we can conserve energy and tax dollars.
