Switch from the present "patrol" system where an officer proceeds down 'a@ street arresting dogs indiscriminately (getting the SPIKERS and missing the RANGERS) to a "cruise and respond" system where the officer responds instantly to complaints which would be radio relayed to him and only picks up dogs randomly where he sres them doing damage. Comment 3 In essence, under this system, dogs would only.be picked up upon complaint or where they are observed by the officer to be doing damage. This would hopefully result in the right dogs (RANGERS) being picked up. It would also reduce objections from persons whose better trained dogs are tolerated by their neighbours, yet by the very fact of their more domesticated nature, are highly susceptible to capture. It would also invelve the public more dizectly ~ the essence of any successful community service. What we would oe say to the public is - "If you are bothered by a dog, complain. We will then do our utmost to provide prompt and effective relief." Without this public participation, I do not believe an effective dog control program is possible. ‘To the end of improved service, the S.P.C.A. has agreed that under this system their officers would keep a response sheet similar to a the attached mock-up. This would provide a valuable service contro ‘for ; ! both ourselves and the S.P.C.A. re complaint servicing. They have also agreed to a target response time of 10 to 15 minutes from time of complaint for any part of the City. Finally, exceptions could be made for school patrol. ' 3.
