Hosegood and John Van Der Hoeven of the S.P.C.A. Also in attendance were Alderman Traboulay; L.D. Pollock, City Administrator and Ron Criggie, By-law Enforcement Ofticer. A number of matters were discussed pertaining to the S.P.C.A. operation in Port Coquitlam and the related City By-laws. 1. Manpower and the ยง.P.C.A. Contract Mr. Hosegood reassured the Committee that there was adequate manpower in the Coquitlam - Port Coquitlam - Port Moody area. At the present time there are five inspectors and vehicles. One of these has been assigned exclusively to Port Moody however there is another 1/3 man assigned to this area on a rotational basis with other S$.P.C.A. units in the Lower Mainland. Attached are some statistics submitted by Mr. Hosegood in support of his feeling that. there was adequate manpower. 2. Dog Control By-law The impounding fee of a flat $20.00 was discussed in view of the fact that a number of complaints had been received on the fact that there is no differential in pound fees for a licenced or unlicenced dog. North Van. The City of Port Coquitlam and District are the only two municipalities without a differential (see attached Summary Schedule B). The Committee recommend that the by-law be altered to provide a $20.00 pound fee for unlicenced dogs and a $10.00 pound fee for licenced dogs. The Committee realized that whether licenced or unlicenced the owner of the dog is committing an offence by permitting his dog to run at large however from the point of view of control and proper licencing of all dogs the differential would provide incentive for dog owners to purchase a licence in order to avoid the possibility of having to pay the $20.00 pound fee. At the present time there is no such incentive. In addition the change would bring us oe /2
