Tonn _ Bay 3, 1977 by Grder-in-Councll the administration of the dyked area south of De Bovilic Slough will transfer to the District of Coquitlam and the City of Pore Coquitlam; the Bistrict of Coquitlam will eater Into an inter-municipal agreement with the Clty of Port Coquitlam whereby the City will assume responsibility for malntaining the entire dyking system south of Se Boville Slough. A sharing fofmula for maintenance and operating costs should be set out In that agreement. A condition of thls change In administration of a part of the dyking district Is a format indication that the City and the Hunicipallty each agree to accept the assets.and Hlabllicies to ba transferred. For Coquitlan, this requires a Council resolution aad ic is requested that, upon Councl!! approving such a resolution, you provide thls office wlth a certified copy. The City of Port coqultlam has already taken this necessary step. In accordance with practice applled elsewhere In the Fraser Valley, the Province would be prepared to enter into an agreement with the City of fort Coquitiam with respect to the Improvement of the dyke south of the Slough under the Fraser River Program. Since the local authority, l.e. the Clty, will be responsible under that agreement for acquiring any necessary right-of- way for the dyke and/or any construction access required, there will have to be an undertaking set cut In the intermunicipal agreement ta that regard for that saction of dyke within Coquithan. It is therefore requested that early action be taken to reach an agreement with the City in conformity with your Council's resolution of varch 23, 1977, sub-item (c), In order tnat the Provincial agreement with the City can be executed, 3 draft copy of which is enclosed. Draft orders-In-counc!! for the transfer of admialstrati!on of part of the dyking district have been prepared. The recomnendation shall go * forward upon receipt of your Council's resolution regarding acceptance of the proportional assets and liabilithes of the Oyking District.
