May 28, 1990/135 Require, where the Ministry of Environment has requested it, that vegetation or trees be planted or retained in order to control erosion, protect banks, or protect fisheries; Development Permit areas for the conservation of Heritage sites or to facilitate commercial revitalization can include requirements respecting the character of the development, including landscaping, and the siting, form, exterior design and finish or the building and structures; Development Permit Areas for the establishment of objectives and the provisions of guidelines for the form and character of commercial, industrial, or multi-family residential development, are limited to impose requirements respecting the general character of the development but not to particulars of the landscaping or to the exterior design and finish of building and structures. Exemptions Notwithstanding its designation as a Development Permit Area under this Official Community Plan, a Development Permit within that area may not be required when: Ae The proposed development will be the subject of a Development Agreement under an existing Land Use Contract, or a Comprehensive Development Zone, or any other agreement which achieves the objectives of the Development Permit Area; The proposed Development will not alter the external appearance of a building or structure; The proposed Development is limited to a Subdivision of lands for the purpose of consclidating two properties, or adjusting a property line, and will not result in the alteration of the appearance of the properties involved; Alterations or additions to an existing building or structure are proposed which, in the opinion of the Municipality, do not significantly alter the appearance of the building or structure, and the total value of the works does not exceed $20,000.00; Advertising signs which are in full compliance with the Sign Bylaw are proposed, or in the case of signs attached to the buildings, when located within specified sign bands or other pre-designed sign areas. A Development Permit however, is required for any new sign or alteration to a sign, other than a text change, when a Development Permit has been previously applied to a property and that Development Permit regulated signs as part of the overall development.
