Eng., City Engineer SUBJECT: Contract for Construction of Kingsway Bridge RECOMMENDATION: That the City proceed with the award of the contract for construction of the Kingsway Bridge in advance of the- approval of the Revenue Sharing Grant. BACKGROUND AND COMMENTS: Tenders for the Kingsway Bridge closed on April 17th and on April 30th Counci|l awarded the project to M.O0.M. Enterprises Ltd. subject to approval of the Provinctal Revenue Sharing Grant. At that time, approval of the grant was expected momentarily. Despite assurances from the Ministry of Highways that the grant was recommended for approval, we have still not heard from the Minister of Municipal Affairs. The situation for construction during this season is becoming critical. Although the contract was written in such a way that we could award the project any time up to the end of June, the constraints of working in the river dictate that the contractor must receive notification to proceed by about mid-June in order to finish the job this year. Even with a mid-June award date, any unusual delays could result in a confilet with the Federal Fisheries requirements. | have spoken to Arnold Stewart in the Ministry of Highways and he assures me that a start to construction prior to approval of the grant would not jeopardize the grant. The only danger, of course, is if the grant for some reason is not approved by the Minister of Municipal Affairs.
