Engey City Engineer SUBJECT: Traffic Control on Bailey Bridge - Public Works Committee, November 2nd, 1982 RECOMMENDATION: That traffic on the single lane Bailey bridge be controlled by traffic signals at either end which will alternate the flow of traffic giving precedence to the higher volume approach. BACKGROUND AND COMMENTS: The matter of traffic control was referred by Council to the Public Works Committee with a request to examine the possibility of implementing a one-way traffic scheme .across the bridge allowing east-bound traffic in the p.m. and ‘west~bound traffic in the a.m. peak periods and two-way traffic the remainder of the day. As a Traffic Engineer I cannot support this concept from a practical point of view or from a safety point of view. Listed below are some of the reasons why I must recommend against this. . 1. It is impossible to ensure that all drivers will see or heed signs indicating one-way traffic at certain times of the day. The only way to ensure that traffic does not go the wrong way is to put up barricades at appropriate places and to change these each time the direction of flow is changed. It would not be too difficult to place barricades at the Lougheed Highway end which would prevent traffic From entering the road. However, it is very complicated at the Shaughnessy Street end. Because there are homes along Pitt River Road west of Shaughnessy Street, traffic must be allowed to pass the intersection. Beyond the intersection there is no place for vehicles to turn around if they do happen to find themseives going the wrong way on a one-way street.
