Project Completion and Commencement of Operation

13. The Province will ensure that the preparation of the Design
is commenced not later than January 31, 1982. the City will
proceed diligently to complete the construction of the Design
not later than June 30, 1982 subject to force majeure
Provided that failure of the City to provide or obtain. (or
both) the amount required, in addition to the Incremental
Costs, to complete the Design will not be or be deemed to be

an event of force majeure.

The City will, forthwith following completion of the
construction of the Design, deliver to the Minister a
certificate of completion of the construction of the Design,
such certificate to be in forn and content and to be preparad

by a person satisfactory to the Minister.
