Peters, City Engineer ITEM I- Re: Dyke settlement on Cedar Drive In the process of Surveying for the construction of the new crossing of Cedar ditch at Victoria Drive, we discovered that a portion of tne dyke between Huber and Victoria has settled by as much as 18 inches. Since the dyke was designed with two feet of freehuard, we still have six inches above the maximum one in two hundred year flood level and therefore are in no immediate danger of flooding. We have discussed the situation with Eric Bonham and he has agreed that the governments will make good the settlement to the dyke. However, the position of the senior governments is that they will only make good the level once so that if settlement is continuing, the City would be responsible for any future settle- ment. This obviously is not acceptable to the City and we have requested that Eric Bonham complete some soil tests with a report indicating the amount of settlement expected. We had intended to raise the level. and reconstruct the road at the same time as we were doing the crossing and to bill Eric Bonham for the idditional cost. However, if it is apparent that continued settlement will take place, we would be better off to leave the dyke as it is for now and to get the senior governments to raise it when settlement is finished. This is for your information at this time, we will be reporting to Council with a recommendation once we have the results of the soil testing.
