Lee, City Planner Re: Mary Hill By-Pass and River Crossing Council will recall the request of GVRD early this year for comments on a possible alternative route of the Mary Hill By-Pass and River Crossing through Colony Farm as proposed by the Ministry of Highways (alignment "B" on sketch). At that time, Council expressed no objections to this alternative align- ment. 1 The District of Coquitlam, however, found alignment "B" not acceptable for reasons of their own and counter-proposed certain modifications. The Ministry of Highways was of the opinion that the curvatures of the Coquitlam proposal were excessive and therefore rejected it totally. Shortly after, a meeting was held and represented by all local and provincial government agencies affected. Views expressed by various agencies were sharply divided. As a result of the inability to reach an agreement among these agencies, the Environmental and Land Use Committee Secretariat has since been charged with the responsibility of arriving at a recommen- dation on an acceptable alignment for the consideration by the Environmental and Land Use Committee of Cabinet where the final decision is to be made. Having reviewed the responses from these agencies, the Secretariat staff are now proposing a compromise alignment (alignment "D"), It does not vary significantly from alignment "B" except the location of the River Crossing, thus preserving most of the cottonwood Swamp east of the river and making it a more viable unit for future recreation use. I have expressed to the Secretariat in the form of staff opinion that alignment "D" appears to be acceptable. During a further meeting of March 7th, 1979 called by the Secretariat, a general agreement was reached on alignment "D". The only agency objecting to it is the Ministry Of Agri- culture. The Secretariat is now prepared to recommend alignment "D" to the Environmental and Land Use Committee of Cabinet for approval, It is expected that this matter will be all cleaned up in April. [2.eee
