THE CONPORITIEN GF THE CHY GF PORT COQUITLAM 2 - ITEM XTI Re: Parking Restrictions at 1788 Marshall 7 ; Marshall Avenue east of Brown is an unopened road allowance. However, Mrs. Tyler who lives at 1788 Marshall gets access from Brown via a driveway which follows the align- ment of Marshall Avenue. Because this driveway is also at the back of the industrial building whose address is 1780 McLean, this driveway is often used as an extension of the parking.lot. At times the driveway is blocked completely. The By-law Officer has not been able to solve this problem by discussions with the tenants of the industrial premises. Although the Motor-Vehicle Act gives police the right to remove vehicles which are parked in such a way as to obstruct a driveway, this is no satisfaction to the homeowner who finds that he cannot leave his house until the cars have been towed away. Sketch No. 2 refers. . The Committee recommends the installation of No Parking signs along the Marshall Avenue right~of-way in such away as to keep the driveway open. Although this could be seen to be installing signs for private property, it is in fact legal for the City because it is on a road allowance. ITEM IV Re: Further Report on Provision of Water to the District at Lincoln Avenue Council had requested a further report in connection with the request from the District to extend water to Mr. Atherley who owns property at the north end of Devon Road across from Mr. Coughlin. ; Council expressed its concern about pressures for our own water users. The District water connection comes off our six-inch main on Lincoln Avenue which is fed by the ten--inch main on Newberry. and Lincoln. Water pressures to our own residents in this area have been more.than adequate. Normal pressures are in the vicinity of 95 p.s.i. and pressures in early August were in the vicinity of 80 p.s.i. There would therefore be no pressure or capacity problem.no matter how much water the District drew though its two-inch connection. This area should not be confused with ovr area of Devon and Laurier which is served by a different sy: cem connecting to Prairie Avenue and dces have extremely low pressures.
