PROJECT DESCRIPTION: The subject site has a total area of approximately 9,300 square meters (100,000 square feet) with a site coverage of slightly over 50% and a floor area ratio of 2.35. The proposal comprises three buildings with 3. 10 and 18 stories, with 56, 63 and 102 apartments respectively. Building C (18-storey tower) stands on a 3-storey parking structure with 6 retail units fronting Elgin Street. The project finishing complies with the design guidelines for Downtown and should blend well with the existing most significant buildings in the area. Indoor and outdoor recreation areas are schematically shown in the drawings submitted so far, however more detail will be required prior to completion of the project. COMMENTS FROM OTHER DEPARTMENTS: The following comments were received from the departments noted: A Building Code review will be done at the building permit application. Th owner should be aware of a special provision for "High Buildings" in the City Building Bylaw. Fire Department The Fire Department has no formal objection to this application, although the Department takes a firm position that these buildings should be protected by sprinkler systems. Engineering Department Storm sewer improvements required on McAllister and Elgin; Some watermain improvements required on McAllister; additional hydrants required. This may result in other main extensions. Sanitary available in lane to the east will service all property once the lots are consolidated. Right-of-way required to accommodate Coquitlam River dike. Maple Street to be dedicated and constructed from McAllister across the property to tie to Maple at north of site. Some upgrading required on Elgin, McAllister and on the lane to bring frontage to full city standards. The Engineering Department have not received a Traffic Impact Study requested at the time of the original application. Access to McAllister, however, appears reasonable. ; Developer should arrange to have his consultant meet with the Engineering Department to verify servicing requirements. PAGE (S74
