Director of Planning Rezoning Application for a Service Station 1190 Pitt River Road Planning and Development Committee ~ April 10, 1990 RECOMMENDATION s It is recommended that this application be approved to proceed for an amendment to the CD Comprehensive Development Zone (Bylaw 2134) on this property, under Section 963 of the Municipal Act, subject to: 1. The revised CD Zone to include the following uses: Uses permitted under the CS~2 Service Station zone; and Uses permitted under the C-1 Corner Store zone, but excluding “accessory one family use". Approval from the Ministry of Transporation and Highways}; Submission of a design to the satisfaction of the Director of Plarmning; Inclusion of the design drawings in the Comprehensive Development Zone; Provision of all necessary Municipal Services and road upgrading, including the construction of the Harbour Avenue cul~de-sac, to the satisfaction of the Municipal Engineer; and Submission of a detailed landscaping plan to the satisfaction of the Parks and Recreation Department. BACKGROUND: The current CD Zone permits the use of a large portion ef the subject property as a parking lot. The CD Zone is unclear as to the permitted uses in the balance of the property and it appears that no buildings or structures would be permitted. Thus, an amendment may be required for any intended use of the property. The current rezoning application had been delayed pending a decision on the future of Harbour Avenue west of Pitt River Road. The Department of Highways has now strongly recommended against having this portion of Harbour Avenue as a thru-road, and our Municipal Engineer supports the Department of Highways position.
